There are a few ways you can acquire a target. Namely, you can simply not like someone and attack, but what if you don't know anyone?
First, click on Rankings on the menu. You should see something like this:

There are a few different colours, but generally people are blue by default. If someone is online, the character name will be in green. If someone is dead, the character name will be in red. The light blue is your character.
There are 5 columns - the rank, the character name, the fame, the bounty, and the clan. What you want to note is the character's number - every character in the game is assigned a unique number. This will come in handy later on. The rankings is a good place to initially find someone whose bounty is attractive. It is a bad idea to attack someone who is dead, because you do not gain any experience in doing so - but it will still use your turns.
A person and his/her affiliated clan might also steer you from or to a target. Some clans might not be too happy if you killed one of its members.
Another way to acquire a target is through the Top 10 page, also accessible on menu.

Here we look at the top 10 bounty. Perhaps we can attack some of these! (Sir Raven might not be happy here..)
Yet another way to acquire a target is through social engineering - chat with friends, join a clan, and maybe someone will suggest a suitable target! However, note that posting someone's stats on the forum is frowned upon.
